This is a safe statement. A meteor doesn't have to be a fireball to explode. 
Though the brighter one's are the one's more apt to do this. This is because 
the meteoroid is larger and has a better chance of surviving into deeper 
layers of the atmosphere to have this happen. There will be more fireballs 
occuring than meteorites that will drop to the ground. This is probably 
primarily due to a lot of fragile cometary material becomes fireballs and 
aren't able to survive the journey very far without burning up.
