In VERY rough and debatable terms:
EROS surface area: about 1000 km^2
Surface regolith: 100 meters deep
Volume of regolith: 1 E+17 cm^3
Density of Howardite: 3 gm/cm^3
Weight of regolith: 3 E+17 gm
Price of Howardite: $100 / gm
Total Federal US Budget: $2 E+12
Value of Regolith: $3 E+19 or
   15 million years of US government spending.

Subtract shipping costs, and suspend the law of
supply and demand. Otherwise, a good business
plan.
