Steven,

Just take a deep breath, relax and read the posts about this virus.
The virus isn't aware of your displeasure or threats. It doesn't give a
damn that you've been in law enforcement.
Don't blame anyone on this list. And especially don't blame the person
identified in the "FROM" field who sent it to you.
They are just like you. They haven't taken the time to install an
antivirus program.

Unprotected, the virus will invade your computer without you knowing it.
It will then find a number of you old emails and reply to the senders
encouraging them to open the attachment.
The virus does this without the owner of the computer even knowing it.

So you can blame the writer of the virus for its maliciousness.
The only blame you can attach to the person who appears to have sent it to
you is ignorance.
Get smart and buy antivirus protection.

This is meant as strong, but sincere advice.
