The seller just sends you an invoice if you are not in a country that can pay directly through the auction site. People in most countries can sign up for paypal also but unless you actually have a bank account in the United States you might get hit with some exchange fees. I think that you can use paypal to pay with a credit card to but the seller has to agree to it. I find that 80% of my ebay buyers use paypal and billpoint now and almost all of my buyers in europe and australia use one of those services.
